Mr. Balocon is an information technology educator, researcher, academic leader, and digital transformation advocate whose work focuses on information technology management, information systems development, information security, and research capacity building. He currently serves as a Full-Time College Instructor at Far Eastern University - Institute of Technology. He also servedas an Instructor and Research and Extension Coordinator, and Program Coordinator for the Bachelor of Science in Information Technology program at the Polytechnic University of the Philippines (PUP) Santa Rosa Campus. curently he is the Managing Director of The International Review of Multidisciplinary Research and the Chief Operations Officer of Vertex International Research and Consultancy, Corp.
Mr. Balocon earned his Bachelor of Science in Information Technology from the City College of Calamba and completed his Master of Management major in Information Technology Management at Colegio de San Juan de Letran–Calamba, where he developed and published the Information Systems Strategic Plan for the City Government of Santa Rosa, Laguna. He is currently pursuing a Master of Public Affairs major in Education Management at the University of the Philippines Los Baños, further strengthening his expertise in educational leadership, governance, and public sector innovation.
As a researcher, Mr. Balocon has authored and co-authored numerous scholarly publications in the fields of information technology governance, information security, software development methodologies, educational technology, e-governance, and digital transformation. His research has been published in national and international peer-reviewed journals and presented in various research conferences and colloquia. His notable works include studies on information technology governance frameworks, cybersecurity integration in software development, information technology maturity assessment, strategic information systems planning, and technology-driven solutions for government and educational institutions.
Beyond research, Mr. Balocon has played a significant role in strengthening institutional research and extension programs. He spearheaded the development of research systems and digital repositories, revised research policies and guidelines, served as a member of the University Research and Ethics Committee, and led community-based extension initiatives focused on digital literacy and technology utilization. He also serves as a journal peer reviewer, research panelist, guest speaker, and mentor to student and faculty researchers.
Through his combined expertise in teaching, research, technology innovation, and academic administration, Mr. Balocon continues to promote evidence-based practice, ethical research, and digital transformation in higher education and public institutions. His work reflects a commitment to advancing knowledge, fostering innovation, and empowering communities through technology and research-driven solutions.
