Dr. Sesenio B. Sereno III is a management and public administration professional, educator, researcher, and security specialist with extensive experience in government service, higher education, and organizational leadership. He earned his Bachelor of Science in Commerce majoring in Accounting from the University of San Carlos, a Master in Public Administration from Lipa City Colleges, and a Doctor of Philosophy in Management from Colegio de San Juan de Letran–Calamba.

Dr. Sereno currently serves as Chief Civil Security Officer of the Philippine Ports Authority (PPA), where he has held various managerial and supervisory positions in port operations, security management, administration, and organizational development. Alongside his government service, he has served as a college professor, teaching business and management courses and mentoring students in both academic and research endeavors.

As a scholar-practitioner, Dr. Sereno actively contributes to research and knowledge generation in the fields of management, governance, public administration, security, and organizational development. His research excellence was recognized through the Best Paper Award during the 1st Regional Research Conference organized by Laguna University in 2024. He has also served as a research panelist and evaluator for undergraduate research projects and proposal defenses, supporting the advancement of academic scholarship among emerging researchers.

His commitment to professional and scholarly development is demonstrated through numerous national and international trainings in leadership, governance, maritime security, quality management systems, risk assessment, emergency response, and nuclear security. As a National Trainer under the United Nations Interregional Crime and Justice Research Institute (UNICRI), Dr. Sereno has contributed to capacity-building initiatives on security and public safety. He is likewise a resource speaker and instructor for various professional development programs in port operations, maritime security, and management.

Combining academic rigor with practical leadership experience, Dr. Sereno continues to advocate for evidence-based decision-making, research-informed practice, and continuous professional development. His work reflects a strong commitment to advancing education, organizational excellence, public service, and the development of sustainable and secure operational systems.
