Noel Paulino Z. Alparce, MM is a Filipino educator, researcher, and public administration professional with academic and professional experience in business management, public administration, entrepreneurship, and political science. He currently serves as Assistant Professor A in the School of Business Management and Accountancy at Divine Word College of Legazpi and as Instructor V (Part-time) at San Jose Community College. He also previously taught at Bicol College. Prior to entering academia, he gained valuable experience in public service as a Legislative Aide in the Office of the Vice Mayor and the Office of the Secretary to the Sangguniang Panlungsod of Tabaco City, as well as in the private sector as a credit consultant.

Mr. Alparce is currently pursuing a Doctor of Philosophy in Management at Lyceum of the Philippines University–Batangas. He earned his Master in Management, major in Public Administration, from Bicol College, where he also completed his Bachelor of Arts in Political Science. Prior to obtaining his bachelor's degree, he pursued studies in Bachelor of Arts in Philosophy at Lorenzo Mission Institute Seminary and Mater Salutis College Seminary, providing him with a multidisciplinary academic foundation that integrates leadership, governance, ethics, and management.

As an emerging researcher, Mr. Alparce focuses on business management, entrepreneurship, public administration, and organizational development. His scholarly work, *Business Management Capabilities and Entrepreneurial Skills of Micro, Small and Medium Enterprises*, was published in the *Asia Pacific Journal of Management and Sustainable Development*, contributing to the growing body of knowledge on enterprise development and business sustainability. His research interests center on entrepreneurial competencies, management practices, public governance, and sustainable economic development.

In addition to his teaching and research responsibilities, Mr. Alparce actively participates in professional development programs related to entrepreneurship, business education, sustainability, educational leadership, and public policy. He has completed specialized training offered by the University of the Philippines Open University and participated in national and international seminars on business planning, global entrepreneurship, sustainable development, economic policy, and higher education, demonstrating his commitment to continuous learning and academic excellence.

Through his combined experience in higher education, public service, and scholarly research, Mr. Alparce continues to contribute to the advancement of business education, management research, and public administration while promoting evidence-based teaching, responsible leadership, and sustainable organizational development.
