Dr. Juharto Lidasan Usop is a researcher, educator, applied linguistics scholar, and development management professional whose work advances English language education, educational administration, policy research, and capacity development. His interdisciplinary background in language education and educational leadership has enabled him to contribute to research that informs instructional practice, institutional development, and public policy, particularly within the Bangsamoro region.

Dr. Usop holds a Doctor of Philosophy in Educational Administration from Cotabato State University. He is currently pursuing a Doctor of Education in English Language Teaching at Mindanao State University, where he has completed the academic requirements and is presently working on his dissertation. He also pursued doctoral studies in Education major in Applied Linguistics at the University of Southern Mindanao before transferring to Mindanao State University. He earned his Master of Arts in English Teaching from Mindanao State University–Maguindanao and his Bachelor of Secondary Education major in English from Cotabato State University. His academic preparation has provided him with strong foundations in applied linguistics, English language teaching, educational leadership, and research methodology.

Currently serving as Development Management Officer III at the Development Academy of the Bangsamoro (DAB-BARMM), under the Center for Research and Policy Development, Dr. Usop supports research, policy development, technical writing, and institutional capacity-building initiatives. His work involves the preparation of policy research, technical documentation, and knowledge products that contribute to evidence-based governance and sustainable development within the Bangsamoro Autonomous Region.

As an active researcher, Dr. Usop has authored scholarly publications in peer-reviewed journals focusing on English language teaching, applied linguistics, educational administration, language acquisition, and educational policy. His studies examine topics such as second language production, language learning issues among non-readers, socio-cultural and psychological barriers in ESL learning, and the implementation of administrators’ strategic directions in BARMM. His master’s thesis and doctoral dissertation have been published in the South Florida Journal of Development, while his recent research has appeared in the Randwick International of Education and Linguistics Science Journal.

Beyond research production, Dr. Usop contributes to the scholarly community as a peer reviewer for academic and professional research platforms, including the International Journal of Research on Multidisciplinary Studies (IJROMS), the Langkit Journal of Social Sciences and Humanities of Mindanao State University–Iligan Institute of Technology, and the International Association of Science and Math Professionals & Researchers (IASMPR). He also participates in research capability-building programs, editorial writing workshops, policy research training, and academic publication initiatives, demonstrating his commitment to scholarly communication, research integrity, and professional development.
